Uzbekistan Sets 300,000-Ton Annual Sugar Import Quota

The government approved a yearly quota of 300,000 tons for white sugar imports. Local plants get priority in public procurement and new support measures.

Uzbekistan has approved an annual quota of 300,000 tons for white sugar imports. The decision comes from a closed government resolution reported on 26 October. The quota will be shared among makers of drinks, confectionery and other products that use sugar as an ingredient. Local sugar plants will get priority in public procurement. From 2027, local plants will also get longer loan repayment terms, partial coverage of interest costs and tax breaks, according to Spot.uz.

Why the quota matters

Sugar imports ran without volume limits for years. Local plants competed with cheaper foreign sugar. The quota changes that: import volume is now capped, and access to it becomes a separate procedure. The reports do not say who will get the quota or on what terms, because the resolution is closed. But the priority for local plants and the support measures show the state wants to protect domestic production and cut reliance on imported raw material.

For suppliers, the chain from importer to processor to public buyer will be rebuilt. Drink and confectionery makers will likely need to prove where their sugar comes from and how much they use. Some may switch to local sugar. Local plants get more predictable sales, but also more attention from regulators.

Who can benefit

  • Local sugar plants and their suppliers: raw material (sugar beet, cane), equipment, packaging, logistics. Procurement priority and loan support give them room to grow.
  • Drink and confectionery makers that adjust their buying to the quota early and can document compliance.
  • Suppliers of related goods: containers, labels, warehouse equipment, storage services.

Start preparing now. If you work with sugar or products made from it, check how the quota affects your supply chain: who your supplier is, whether they have quota access, what documents they can provide. If you supply equipment or packaging to sugar plants, ask about their modernization plans. Loan support and tax breaks may speed up their purchases. Tenders for sugar and related goods for public buyers may appear once the quota distribution rules are known. Watch announcements in the food sector.

TenderLabs data for 26 October 2026 shows 205 open lots in the food sector. That covers sugar and other products bought by public organizations. If you supply food, the number shows competition is strong and entering the sector takes preparation.

What to do now

  1. 1Check whether your business is in the sugar supply chain, from field to shelf. If yes, find your stage and who makes the buying decision.
  2. 2Collect documents that prove the origin and quality of your products. A closed resolution can mean stricter checks and less transparent rules.
  3. 3If you supply equipment, packaging or services to sugar plants, contact them and ask about 2027 purchase plans. Loan support may speed up modernization.
  4. 4Register on tender platforms and set alerts for the food sector and related categories. The quota may lead to new purchases.
  5. 5Review contracts with sugar importers. If they lose quota access, supplies may stop. Find alternative suppliers in advance.

The situation is still developing and the quota distribution details are unknown. But the direction is clear: the state is betting on local production. Suppliers should build their strategy around that. TenderLabs can help you track new lots in the food sector as they appear.
