Medical Master Plans and Land Auctions for Private Clinics: What It Means for Suppliers
Uzbekistan will develop healthcare master plans through 2036 and auction land for private clinics annually. Here's how suppliers can prepare.

What happened
President Shavkat Mirziyoyev reviewed plans for healthcare infrastructure based on a single master plan and expanding private sector involvement. The master plans cover 2026–2036 and will account for population growth, demand for medical services, and hospital capacity, according to UzA, Spot.uz, and Kun.uz. Separately, Daryo.uz reports that regional governors will annually identify and announce land plots for medical facilities and auction them exclusively for this purpose on favorable terms. In Samarkand region, 1,500 new hospital beds are planned by 2030 (Kun.uz).
The context is simple: the state wants not only to build itself but also to bring private clinics into the sector. That requires land, clear construction rules, and equipment. At the same time, the guaranteed package is expanding: from 2027, free medicines will cover 73 instead of 69, the number of examination types will reach 36, 700 billion soums will be allocated annually for early detection of four types of cancer, and a new primary care model will be rolled out in another 100 districts (Gazeta.uz, Spot.uz).
What it means for suppliers
Those who work at the intersection of construction and medicine will benefit. Regional master plans mean procurement will come in waves across provinces—tied to specific facilities and deadlines—rather than as one big lot in Tashkent. Private clinics that win land at auction will buy equipment, furniture, consumables, and services directly, without public procurement procedures, but with tight launch schedules.
Prepare in advance. If you supply medical equipment, furniture, or construction materials, assemble a document package for land and construction auctions. Without it, you won't get into a project at an early stage when the budget is being formed. Manufacturers of medicines and consumables should watch the expansion of the guaranteed package—planned procurement volumes will grow, but registration and quality requirements will be stricter.
It's impossible to say exactly when tenders will appear: sources mention master plan development and annual land allocation but give no dates for the first auctions and procurements. Watch for announcements from regional administrations and lots in the "Medicine" section.
According to TenderLabs data as of October 27, 2026, 182 lots are open in the "Medicine" sector—noticeably fewer than in construction (1,683) or equipment (475), so competition for medical procurement is tighter. Only 8 lots are open in the "Real Estate and Land" sector.
What to do now
- 1Check whether you have the documents to participate in land and construction auctions: electronic digital signature, certificates, proof of experience. Without a digital signature, you cannot submit a bid.
- 2List the regions where new facilities are planned and monitor announcements from regional administrations about land allocation for medical institutions.
- 3Prepare a commercial offer for private clinics—they will buy directly and decide faster than government customers.
- 4Align your product range with the expanded guaranteed package: medicines, examinations, consumables. Verify registration documents.
- 5Set up lot monitoring in TenderLabs for the "Medicine," "Construction," and "Equipment and Machinery" sectors so you don't miss the first wave of procurement.
