Uzbekistan Plans to Outsource 30% of Medical Services

Uzbekistan plans to outsource about 30% of medical services and attract $2.7 billion into 35 healthcare projects. The proposals were presented to President Shavkat Mirziyoyev on October 28. Nine more projects worth $1 billion are still being drafted. The news was reported by Spot.uz, UzA, Kun.uz and Daryo.uz.

The state wants private money and management experience to build large medical facilities and expand private sector involvement. A separate healthcare investment strategy is being developed through 2040, according to Daryo.uz. These are plans and a project portfolio, not launched tenders. But the direction is set, and it affects more than clinics.

What it means for suppliers

Companies that already work with medical institutions, or are ready to start, stand to gain. Medical outsourcing usually covers lab tests, diagnostics, catering, laundry, cleaning, security, equipment maintenance, IT and accounting. Each area pulls in procurement: consumables, reagents, furniture, equipment, workwear, transport.

New construction is a separate story. It will bring contracts for design, building materials, engineering systems, and equipping wards and labs. If a private investor runs the project, some procurement will go through its own tenders, not government platforms. Be ready to work with both.

No one can say exactly when tenders will appear: nine projects worth $1 billion are still being shaped into proposals. But as projects move to implementation, procurement will come in waves — first design and construction, then equipment and services. According to TenderLabs data, as of October 29, 2026, there are 164 open lots in the Medicine sector. That is a significant part of the market, and it will grow as projects launch.

What to do now

  1. 1Check which of your goods or services fall under outsourcing areas: lab diagnostics, catering, cleaning, security, equipment maintenance, IT. That is your first monitoring list.
  2. 2Prepare your documents in advance: electronic signature, registration in the public procurement system, certificates and licenses for medical consumables and equipment. Without licenses, you won't get into healthcare.
  3. 3Set up tracking for lots in the Medicine sector and related ones: Equipment and Machinery, Cleaning and Security, Construction. Projects of this scale are rarely announced as a single lot.
  4. 4Find contacts with private operators who may win outsourcing contracts. They will have their own procurement, and it is easier to get into their supplier pool before the start than after.
  5. 5Budget with a margin: large projects often require bank guarantees and a track record of similar supplies. If you lack experience, look for a partner or subcontractor.

The industry won't change in a month. But those who prepare documents and monitoring now will approach the first wave of tenders with a ready proposal, not a search for certificates.
