Kashkadarya: $350M Road and $360M Water Projects Open Doors for Suppliers

What's happening

Kashkadarya will rebuild a 100 km section of the A-380 road for about $350 million, with the Asian Development Bank involved. The news came on 22 October from Spot.uz. In parallel, the region plans to attract $360 million for water pipelines. By the end of the year, 200,000 people will get drinking water, and later projects will reach another 350,000 residents, Kun.uz reports. The road will link to the Karshi bypass, and overpasses will cross the railway at Karshi–Pomuk and Guzar–Beynau.

Kashkadarya's population is growing fast, but its roads and water networks lag behind. So money is flowing into two areas — roads and utilities — and both need contractors, machinery and materials.

What it means for suppliers

Buyers on these projects purchase more than the works themselves. Road work means crushed stone, bitumen, curbs, road signs, barriers, geosynthetics, special machinery and its maintenance, fuel, site security, and lab tests. Water pipelines mean pipes, valves, pumps, meters, earthworks, and landscaping restoration.

Those with experience on similar sites and proven qualifications will win. Without a portfolio and equipment, you won't pass the qualification stage in road or water tenders. Small businesses can realistically enter as subcontractors or suppliers of materials and services — cleaning, catering, security, on-site logistics.

When tenders will appear is hard to say. International loans take time to prepare, and procurement is announced as design documents are ready. Watch announcements from the buyers and the lending bank — they publish the procurement rules.

According to TenderLabs data as of 23 October, the Construction sector has 1,819 open lots — the largest category on the platform — so competition for infrastructure orders will be high.

What to do now

  1. 1Build a portfolio for road or water projects: certificates, references, photos, details of equipment and staff. Without this, your bid will be rejected at qualification.
  2. 2Check if you have an electronic digital signature and registration on government procurement portals. Prepare the documents that are often required in the package in advance.
  3. 3Work out which items you can actually supply — materials, equipment rental, on-site services — and find potential general contractors for subcontracting.
  4. 4Track procurement by road and utility buyers in Kashkadarya, and follow the Asian Development Bank's procurement rules.
  5. 5Budget for bank guarantees and working capital: large projects require bid and performance security.
