What happened

On October 21, President Shavkat Mirziyoyev visited Kashkadarya region and toured a new textile factory worth $54 million. The plant can produce 20,000 tons of fabric per year and has dyeing capacity. It has created 840 permanent jobs. The trip also included visits to industrial and agricultural sites, the launch of new large projects, and a meeting on the region's integrated development.

For suppliers, the key point is simple: a large operating production facility has appeared in the region, and it will generate a steady flow of purchases — from raw materials and chemicals to equipment, logistics, and services. New projects launched during the visit usually mean the region will place orders for construction, equipment, and maintenance in the coming months.

What this means for suppliers

Several groups can benefit. Suppliers of fabrics, yarn, and dyes gain a potential client with large consumption volumes. Companies that install and service equipment, energy, and engineering systems can expect orders as production expands. Transport and logistics firms can count on moving finished goods and raw materials. Construction contractors can bid on work for new facilities launched in the region.

Prepare in advance. Large enterprises and regional programs usually buy through tenders, not directly. Check whether you have an electronic digital signature (EDS) to take part in e-procurement, and update your document package: product certificates, proof of experience, and financial statements. If you work with textiles or chemicals, prepare a description of your product range and capacity — this will help both in tenders and in direct talks with the factory.

It's too early to say exactly when tenders will appear: new projects launch in stages, and purchases are announced as they become ready. Watch for announcements from regional customers and for procurement in construction, equipment, and energy — that's where large lots most often appear.

According to TenderLabs data as of October 21, there are 106 open lots in the "Clothing, Footwear, and Textiles" sector. That's modest compared to construction (1,909 lots) or energy (780), but for specialized textile suppliers, competition here is lower and demand is steady.

What to do now

  1. 1Check that your EDS is valid — without it, you can't participate in e-procurement.
  2. 2Gather and update your document set: certificates, proof of experience, and financial statements for the last year.
  3. 3Review what textile enterprises in Kashkadarya have procured over the past 12 months — this will show typical lots and requirements.
  4. 4Set up tracking for new lots in the sectors "Clothing, Footwear, and Textiles," "Equipment and Machinery," "Construction," and "Energy."
  5. 5If you supply raw materials or services to the factory, prepare a short commercial offer and try to start direct negotiations with the enterprise — large producers often buy some items outside tenders.

The main thing is not to wait for a specific lot to be announced. By then, you should already have your documents, EDS, and a clear idea of which procurements interest you.
