New Karshi: What a City for 500,000 People Means for Suppliers
The president ordered a master plan for New Karshi on 5,000 hectares within two months. Here is what tenders may appear and how to prepare.

What happened
A new city, New Karshi, will be built in Kashkadarya region for 500,000 residents. It will cover 5,000 hectares between Karshi city, Kukdalin and Karshi districts. President Shavkat Mirziyoyev ordered the master plan to be developed within two months with international architecture firms, using advanced urban planning solutions. The first stage of the master plan will receive 20 billion soum.
This is not a single facility but a city from scratch: housing, roads, utilities, and social infrastructure. The long-term plan is for 1 million residents. Regional authorities and state bodies plan to relocate to the new city. A separate 235-hectare eco-complex, Yangi Nasaf, will be built along the canal in Karshi district. For contractors and suppliers, this means a long chain of procurement—from design work to construction materials and equipment.
What it means for suppliers
Procurement will start with design and surveys, then move to construction and outfitting. The first stage is the master plan: international firms will prepare it, but local companies will service the process. If you work in construction, energy, transport, or supply equipment or furniture, you have a chance to join the supply chain—especially if you already work with state customers in Kashkadarya.
According to TenderLabs, as of October 22, 2026, there are 1,979 open lots in the Construction sector—the largest pool among all industries. Energy has 849 lots, and Equipment and Machinery has 513. Not all of these relate to New Karshi, but competition for state-funded construction is high, so it pays to prepare early.
What to prepare: verified qualification documents, experience on similar projects, and an electronic digital signature (EDS) for e-procurement. If you supply materials or equipment, check whether you hold the permits and certificates that customers require. For designers, a portfolio and experience with master plans matter.
When to expect tenders: the first design tenders may appear in the coming months—the master plan is due in two months. Construction tenders usually start after project documentation is approved. Exact dates are not announced, so watch customer announcements.
What to do now
- 1Check which sectors you can compete in: construction, energy, transport, equipment, furniture. Match your capabilities to the city's future needs.
- 2Update your document pack: qualification certificates, licenses, proof of experience. Make sure your EDS is valid.
- 3Identify the customers: the Kashkadarya hokimiyat, relevant ministries, and design organizations. Find contacts and follow their announcements.
- 4Prepare a short portfolio of similar projects—it is often required at prequalification.
- 5Set up monitoring of procurement by region and sector so you don't miss the first lots. TenderLabs can track new tenders in your areas.
The project is long-term, but the first money for design will flow soon. Those who prepare now have a better chance of becoming part of the execution team.
