Energy Opens to Private Investors: What It Means for Suppliers

The president met with energy investors to discuss a new level of state-business relations. We look at what tenders may appear and how to prepare.

What happened

President Shavkat Mirziyoyev held an open dialogue with investors in the fuel and energy sector. According to UzA, the meeting showed that state-business relations in this area are moving to a more mature level. The focus is on private investment as a driver of sustainable energy development. For suppliers, this is a signal: there will be more projects in the sector, and therefore more procurement — from equipment to contractor services.

The context is simple. Uzbekistan's energy sector has long needed infrastructure upgrades and capital inflow. The state is looking for investors ready to put money into generation, grids and related projects. When an investor enters the sector, they bring not only money but also demand for goods and works: construction materials, cables, transformers, special machinery, installation, security, IT solutions. Some of these purchases will go through tenders — both state and corporate.

What it means for suppliers

Those working in sectors adjacent to energy can win. First of all, these are suppliers of equipment and machinery, construction contractors, IT companies (automation, metering, dispatching), cleaning and security services, transport and logistics. If you supply cable products, instrumentation, valves, or provide installation and commissioning services, it is worth taking a closer look at energy projects.

You need to prepare in advance. Investors and project operators usually require proof of experience, certificates of conformity, financial statements and an electronic digital signature (EDS) to participate in electronic procurement. If you have not participated in tenders before, start small: study typical requirements, assemble a document package, check that your EDS is valid. Keep in mind that energy often requires licenses and permits — clarify which ones are needed for your type of work.

It is impossible to say when specific tenders will appear: the meeting only outlined the direction. But logic suggests that procurement will be tied to the launch of new projects and modernization of existing facilities. Monitor announcements in open sources and on platforms where your potential customers — energy companies and investors — place orders. According to TenderLabs data as of October 31, 2026, there are 1,033 lots open in the Energy sector — a noticeable volume, and it may grow with the inflow of investment.

What to do now

  1. 1Check which sectors you work in and whether they overlap with energy: equipment, construction, IT, services. Make a list of possible procurements.
  2. 2Put your documents in order: certificates, licenses, proof of experience, financial reports. Without them you will not be admitted to a tender.
  3. 3Make sure your EDS is valid and suitable for electronic procurement. If not, get it in advance.
  4. 4Study the supplier requirements of large energy companies and investors: they often publish accreditation rules.
  5. 5Set up monitoring of new lots in the Energy sector and related areas so you do not miss announcements.

The main thing is not to wait for tenders to appear. Preparation takes time, and competition in energy is high. Those who assemble their package in advance will get an advantage.
