From 1 January 2027, state medical institutions in Uzbekistan will switch to a new way of buying medical and support services from the private sector — through outsourcing. Contracts can run for up to five years, and in some cases up to ten. The Ministry of Health will publish lists of projects with private sector participation, and an electronic system will be launched for control.

Today, hospitals mostly provide these services themselves. The new rules open the market to private clinics, labs, diagnostic centers and contractors for support functions — from sterilization to catering and cleaning. Long-term contracts give suppliers a predictable flow of orders, but they require readiness to work by state rules: licenses, sanitary norms, reporting.

What this means for suppliers

Those who prepare documents in advance and can prove experience will win. This applies first to private medical organizations, laboratories, suppliers of equipment and consumables, and companies providing support services — cleaning, security, catering, laundry, waste disposal. Keep an eye on Ministry of Health publications: project lists will appear before the system launches, and they will show which areas are outsourced first.

Tenders will start appearing closer to 2027, but preparation should not wait. Participation in procurement will require an electronic digital signature, registration in the system, and experience with similar contracts. If you work in a related field — for example, supplying equipment or providing building maintenance — consider partnering with medical organizations: hospitals can be customers, and private companies can be executors.

According to TenderLabs data as of 6 November 2026, 3,539 lots are open in the "Medicine" sector — the largest section among all industries. The figure shows that medical procurement is active, and the new rules will add a separate layer of outsourcing contracts.

What to do now

  1. 1Check whether your service or product falls into the categories planned for outsourcing: clinical services, lab diagnostics, catering, cleaning, security, sterilization, equipment maintenance.
  2. 2Obtain or renew licenses and permits, and bring documents in line with sanitary requirements — this takes time.
  3. 3Get an electronic digital signature and make sure you have access to electronic procurement; check for debts and restrictions.
  4. 4Build a portfolio: contracts with medical institutions, reviews, capacity data. For long contracts, customers will look at reliability.
  5. 5Follow Ministry of Health publications and project lists — they will show in which regions and for which services the first procurements will start.
