Five procurement methods: what sets them apart

Uzbekistan runs public purchases through five main methods: auction, tender, best-offer selection, e-shop and direct contract. Each has its own rules, timelines and supplier requirements. Once you know the difference, you stop wasting time on lots you cannot win and focus on the ones you can.

TenderLabs data for 22 October 2026 shows 6,061 open lots. In the past week, 12,602 new lots were published — almost three times more than the week before (4,681). Over 30 days, 17,283 lots were added. Tashkent leads with 999 open lots, followed by Tashkent region (547) and Kashkadarya region (494).

Auction: lowest price wins

An auction is a downward bidding process. The buyer sets a starting price, and suppliers offer to do the work for less. The lowest price wins. Auctions usually run on an electronic platform with real-time bids.

Auctions work best for clearly defined items: office supplies, construction materials, fuel, standard equipment. If you can offer a price below market without cutting quality, this format suits you.

But there is a catch. Dumping is risky: the buyer may reject your bid if the price is below cost and you have not justified it. Before the auction, calculate your minimum price and do not go below it.

Tender: price and quality both matter

A tender evaluates bids on several criteria: price, experience, qualifications, deadlines, guarantees. A commission picks the winner, not just the price tag. Tenders are announced when the purchase is complex: services, design work, equipment with special requirements.

You can win a tender even if your price is higher than a competitor's — thanks to better experience or a shorter timeline. So prepare a portfolio, references and certificates. Your bid must be complete: if you miss a document, the commission may reject it.

Tender submission deadlines are usually longer than for auctions. You have time to gather documents and prepare your offer.

Best-offer selection: a flexible format

Best-offer selection is a method where the buyer collects proposals and picks the best overall. It is similar to a tender but often faster and with fewer formalities. The buyer sets the criteria and procedure.

This format is used when you need quick proposals from several suppliers and want to choose one. For example, equipment maintenance services or website development. Read the terms carefully: criteria can vary in each announcement.

If you take part in a selection, show the buyer why your offer is better. Describe what the price includes, what deadlines you guarantee, and what experience you have.

E-shop: fast purchases for small amounts

An e-shop is a showcase where buyers purchase goods or services for small amounts without lengthy procedures. The supplier lists offers, and the buyer selects and places an order. It is the fastest way to start working with public procurement.

In the e-shop, you do not need a large document package or weeks of waiting. You list your product, set the price and specifications. If the buyer chooses your offer, the deal is concluded electronically.

But there are limits: the purchase amount must not exceed the set cap. Check the specific announcement or platform rules for the exact figure. Limits can change.

The e-shop is good for starting out: you gain first experience, reviews and an understanding of how public procurement works.

Direct contract: when no tender is held

A direct contract is a purchase from a single supplier without bidding. The buyer signs directly if the purchase is urgent, small, or if only one supplier can do the work. The legal grounds for direct contracts are listed in the law and must be followed.

For a supplier, a direct contract is a chance to get an order without a tender. But such purchases are often not published openly. Sometimes the buyer finds the supplier themselves. So make sure you are known: take part in other purchases, leave your contacts, build your reputation.

If you see a direct contract announcement, check whether the buyer has grounds. If in doubt, ask the buyer or the supervisory body.

How to choose where to compete

Do not try to compete everywhere. Pick two or three formats that fit your business and master them.

  • Auction — if you have a standard product and can offer a low price.
  • Tender — if you have a strong portfolio and are ready to prepare documents.
  • Best-offer selection — if you have flexible terms and can react quickly.
  • E-shop — if you are just starting and want first experience.
  • Direct contract — if you have unique skills or have worked with the buyer before.

Before you submit, check that your company meets the requirements. Bids are often rejected for a missing license, certificate or reference. Read the draft contract carefully: it may have unfavorable payment terms or penalties.

What to do today

Start small. Go to the procurement feeds and filter lots by your line of business. See which formats dominate in your industry. If you see many auctions, prepare for price competition. If tenders, build your portfolio.

Check whether you have an electronic digital signature (EDS). Without it, you cannot take part in electronic procedures. If you do not have one, get it — it is the first step to participating.

Study the document requirements. Assemble a basic package: registration certificate, charter, tax clearance certificates, certificates. This will save time when submitting.

Do not be afraid to start with small purchases. They give you experience and help you understand the process. Over time, you will learn to quickly assess whether a lot is worth your effort.

TenderLabs gathers Uzbekistan's public procurement in one place and sends alerts about new lots. This helps you not miss interesting offers and choose the ones where you have a chance.
