How to take part in public procurement in Uzbekistan: a 2026 beginner's guide
Digital signature, registration, procurement types and deposits: 4 steps to your first bid.
Public procurement is the largest buyer in Uzbekistan. From school repairs to medicines and IT systems, hundreds of lots are published every day. The good news: you don't need to be a big company to take part. Here is the path to your first bid.
Who can take part
Legal entities and sole proprietors. The basic conditions are usually the same: no arrears on taxes or mandatory payments, the company is not being liquidated or going through bankruptcy, and it is not on the register of unreliable contractors. Each lot can add its own requirements, so read the procurement documents.
Step 1. Electronic digital signature
You log in to the e-procurement platforms and sign bids with an electronic signature key (E-IMZO). Keys are issued by authorised registration centres. Watch the expiry date: you cannot submit a bid with an expired key.
Step 2. Register on a trading platform
On the public procurement platforms you log in with your signature and fill in the company profile: company details, bank account, activity type and contacts. A complete profile saves time on every bid that follows.
Step 3. Understand the procurement types
- E-shop: standard goods for small amounts; fast and mostly price-based.
- Auction: the lowest price wins, and the price drops during bidding.
- Best offer selection: price and quality are scored together.
- Tender: large, complex purchases; the technical and price parts are scored separately.
Step 4. Deposit and documents
Many procedures require a bid security deposit, and the amount must be in your account before bidding starts. Prepare your document pack in advance: registration certificate, licences and certificates, experience with similar contracts, financial statements.
The most common mistake: seeing the lot too late
The time between a lot's publication and the bid deadline is limited. A supplier who spots the lot on day three has little time left to gather documents, price the bid and ask questions. That is why winners don't search for lots. They track them.
That is what TenderLabs is for: new lots from government platforms and Telegram channels are filtered by your field and sent to Telegram as soon as they appear.
